When ever i install car mods woth img editor it crahses my games for some reason and i dont know why and i install it correctly to thats the thing i dont get

You sure it isn't TXD hack?
If not then do the following to try and help it: go to the samp.exe and right click it. Click properties then compatability then from the drop down menu, select Windows 98 and tick the "run as administrator" box. Click ok and then try..
