every time i try to install celo 4 it says error file could noot be comepleted so i cant install elm or celo 4

try installed Cleo 3. That's what I did and it worked perfectly. Then you are able to install ELM.

Look to the left handside where it says CLEO 3 Library (installer) click that then do the set up as usual, on Cleo 3 the ERROR message appears when you're installing, just press "ignore".. -

Do you have CLEO 4? Try downgrade to CLEO 3, it normally works. Even if you can't get it to work, ELM isn't mandatory for a faction. .
